Because it's possibly the most insane thing I have ever seen.
The guy behind it is named Jean-Yves Blondeau and, as you can tell from his name, he's French. But that doesn't mean we should hate him. Quite the opposite in fact.
Good old Jean-Yves has invented something called Buggy Rollin, a thing that has to be seen to be believed.

I'm afraid the buggy-roller character looks too CG for my liking...not sure I believe it...
What creates my doubt is that the camera never gets too close or far from the roller, and you don't actually see it overtake the first bike it comes upon...

I also had some doubts about the authenticity of the video. I probably should have included links to the site of Jean-Yves and his buggy rollin suit. This is now the case, check it out.
